Allied Universal® is looking to hire a Vice President – Government Services. Allied Universal is currently seeking an experienced professional contract leader to support our Government Services Division. This Vice President - Government Services, reports directly to the Regional Vice President of Government Services in the Southeast Region and is responsible for the strategic oversight of contract compliance and pricing within the government services division in the Southeast. Responsibilities include ensuring contract compliance and development of relationships with Contracting and Compliance Officers throughout the federal, local, and quasi-government sectors. The VP will be a liaison for regional and local Allied Universal Branch Managers to help ensure all contract compliance, financial and administrative functions for assigned account have been performed. The VP will be successful by providing quality customer service and leadership while assisting in achieving the financial goals and objectives of Allied Universal.

RESPONSIBILITES:

  • Provide contract and subcontract management and administration across a portfolio of programs with varying degrees of complexity
  • Review subcontracts and subcontractor submissions for prime contract compliance
  • Review contract awards and modifications for accuracy and negotiates changes with Government contracting agency or Prime/Sub Contractor
  • Coordinate with corporate legal to review and negotiate Teaming Agreements, Non-Disclosure Agreements, Subcontracts, and other legal documents as required
  • Work closely with Program Operations, Training, Accounting, and other internal entities to ensure contractual compliance and coordinate with Government contracting agency to obtain clarifications or negotiate changes
  • Coordinate externally with Contracting Officers and Contracting Officers Representatives and internally with Program Operations and Finance for contract setup and structure

QUALIFICATIONS:

  • Must possess one or more of the following:
    • Bachelor’s degree in Business, Marketing, Accounting, or related studies
    • High school diploma with a minimum of ten (10) continuous years of qualified work experience in government contracting and compliance
  • Must possess a TOP SECRET clearance or meet eligibility requirements for a TOP SECRET clearance for access to classified information
  • Work experience administering GSA contracts and delivery orders
  • Work and/or educational history demonstrating strong knowledge and ability to apply requirements of federal contracting terms and conditions, including Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS) and applicable agency supplement requirements, and government accounting practices to contract administration activities
  • Work and/or educational experience demonstrating expert knowledge of contracting environment for federal government agencies to include a strong understanding of the Government acquisition process, regulations, processes, and procedures
  • Education, knowledge, skills, and abilities to successfully lead a team of contract compliance specialists, prioritize multiple assignments and work under tight deadlines
  • Working knowledge of CBAs and the SCA as well as other federal regulatory agencies impacting contract compliance (OSHA, NLRB)
  • Effective analytical and summarization skills
  • Excellent written and verbal communication skills needed to interface with customers and various levels of employees and management
  • Excellent desktop application skills: specifically, Microsoft Office programs and the ability to develop complex MS EXCEL models
  • Logical approach to problem solving and adept analytical and numerical skills
  • Strong knowledge and ability to apply the Service Contract Act (WD & CBA); Organizational Conflict of Interest; TINA; CAS; and other public and state laws affecting administration of services contracts
  • Ability to effectively manage project schedule, changes, claims, and enforcement of contract terms and conditions
  • Demonstrated leadership, mentoring, interpersonal, analytic, briefing and writing capabilities; ability to work independently or on a team in a fast-paced environment while managing multiple high priority items and deadlines

PREFERRED REQUIREMENTS:

  • Master’s degree in Business Administration, Accounting, or a related field
  • Prior experience as a government contracting officer

BENEFITS:

  • Pay rate: $120,000-$180,000 per year
