Allied Universal® is hiring a Billing Manager. The Billing Manager is responsible for client invoicing, subcontractor invoicing, WinTeam administration, and ensuring company compliance with relevant government laws and regulations.

RESPONSIBILITIES:

  • Conduct routine audits of payroll to ensure compliance with the Federal Acquisition Regulation (FAR), Service Contract Act (SCA), and contract-specific requirements; manage audit process, create audit parameters and frequency
  • Address compliance deficiencies; conduct management notifications (liaise with client, as needed), develop guidance materials, coach and mentor field staff, bringing them into compliance and developing a roadmap for maintaining compliance
  • Create and manage all processes related to billing department
  • Responsible for all client-facing billing functions for federal contracts to include:
    • Preparation of invoices and making necessary adjustments via Courier
    • Submission of invoices to clients
    • Reconciliation of company payroll reporting against government order to ensure accuracy
    • Work with Pricing team to ensure proper tracking of funds
  • Responsible for subcontractor Invoice processing, to include:
    • Review of subcontractor invoices to ensure accuracy
    • Processing of subcontractor invoices through Verian
    • Administration of invoices through Courier, when applicable
  • Processes invoices for all requests for equitable adjustment (REA), one-time and other adjustments to federal contract bill rates
  • Provides invoicing amounts, contract spend, etc. to Contracts Administration and Pricing teams as needed for budget tracking and federal contract-required reporting
  • Responsible for WinTeam Administration for all contract changes, to include:
    • Processing of employee wage, H&W, and fringe benefit increases
    • Communications with Union Administration, IT Development, and Benefits teams to ensure all changes to federal contract collective bargaining agreements are actioned
    • Initial schedule creation when new contracts are awarded
    • Updates to post setup for schedules when client modifications are received
    • Processing of bill rate Increases In all Internal systems

QUALIFICATIONS:

  • Must possess one or more of the following:
    • Associate’s degree in Business Administration, Finance, or related field
    • High School diploma with a minimum of five (5) years of government contract billing experience.
  • Active Security Clearance or ability to obtain Security Clearance (Top Secret preferred)
  • Minimum of three (3) years of government contract billing experience
  • Minimum of three (3) years of experience within military, law enforcement, or security fields
  • Experience reading, understanding, and implementing government contracts and contract provisions
  • Demonstrated ability to take initiative, successfully handle and prioritize multiple competing assignments and effectively manage deadlines
  • Highly proficient and fully functional in all Microsoft Office applications and able to effectively utilize all available office management technology
  • Professional, articulate, and able to use good independent judgment and discretion
  • Outstanding oral and written communication skills
  • Keen attention to detail
  • Strong analytical and organizational skills
  • Ability to work well in a dynamic environment with competing demands for priority

BONUS QUALIFICATIONS (NOT REQUIRED):

  • Prior experience working in the government sector as a Contracting Officer, Contract Specialist or Contracting Officer Representative
  • Bachelor’s Degree in Business Administration, Finance, or related field

COPENSATION & BENEFITS:

  • Pay Rate: $80,000-$115,000 per year
  • Medical, dental, vision, basic life, AD&D, and disability insurance
  • Eligibility for our retirement plans
  • Eight paid holidays annually, five sick days, and four personal days
  • Vacation time offered at an accrual rate of 3.08 hours biweekly. Unused vacation is only paid out where required by law.
